The City Sustainability Unit, in partnership with C40 Cities, hosted a Climate Budgeting Workshop on 13 October 2026 as part of ongoing efforts to strengthen institutional capacity and embed climate considerations within the City's governance and financial management systems.

Climate budgeting is a governance framework and a whole-of-government approach that integrates climate objectives into a City's planning, budgeting, procurement, financial management and decision-making processes. It is widely recognised as a powerful mechanism for mainstreaming climate action across municipal functions and ensuring that investments contribute to sustainability, resilience and low-carbon development.

Demonstrating leadership commitment to this agenda, the Chief Financial Officer, Mr Gareth Mnisi, emphasised the City's support for climate budgeting and the importance of ensuring that public expenditure is climate-responsive and aligned with the City's long-term sustainability objectives.

As part of the City's roadmap towards achieving climate budgeting by 2030, climate considerations will progressively be integrated into key strategic and operational instruments, including procurement plans, business plans and budget processes. This approach will strengthen institutional ownership, improve accountability and ensure that climate action becomes an integral component of service delivery and governance.

During the workshop, Ms Nontando Qomoyi, Chief Financial Officer of the Tshwane Housing Company, shared her journey towards an understanding of the practical application of climate budgeting within the housing sector. She highlighted how climate budgeting can inform everyday service delivery decisions and support the development of resilient housing infrastructure capable of withstanding future climate risks while meeting the needs of communities.

The workshop marks an important milestone in the City's climate governance journey and reinforces the City's commitment to building a climate-resilient, sustainable and financially responsible future for all residents.
