Metsimaholo Local Municipality held an Ordinary Council Meeting, this morning, Monday, 29 June 2026, in the Council Chamber at the Civic Centre in Sasolburg, bringing together councillors, municipal leadership and senior management to deliberate on key governance, financial and service delivery matters. The meeting was chaired by Acting Speaker Cllr Thandi Soetsang, with councillors participating both in person and virtually via Microsoft Teams. The Municipal Manager and members of the municipality’s senior management team were also in attendance.
During the meeting, Acting Executive Mayor Cllr Angy Mofokeng addressed Council during the presentation of the Reviewed Ethics Policy (2026/2027), one of the key agenda items aimed at strengthening ethical governance, accountability, integrity and transparency in the municipality’s administration and decision-making processes.
Council considered a broad range of reports covering governance, oversight, financial management, infrastructure development, environmental management, human settlements, organisational development and service delivery. Among the matters discussed were the MPAC Process Plan on the Oversight Report for the 2024/25 Annual Report; accumulated fruitless and wasteful, unauthorized and historic irregular expenditure; the demolition and construction of Leratong; an application to purchase municipal-owned land in Refengkgotso for rezoning as a community facility; the Progress Report on the Implementation of the AGSA Recommendations; the Enterprise Risk Management Policy, Strategy and Framework (2026/2027); the Anti-Fraud and Corruption Strategy (2026/2027); and the Draft Review of the Disaster Risk Management Plan for the 2026/27 financial year.
Council also received updates on the formalisation of informal settlements and implementation of the Aurecon Report, the establishment of the Municipal Planning Tribunal, the proposed Draft Outdoor Advertising and Signage Policy, Quarter 3 reports on drinking water quality and capital projects, the Green Drop Assessment Report for the Deneysville and Oranjeville wastewater collector systems, and progress in addressing the material irregularity relating to the upgrading of the Oranjeville Waste Water Treatment Works.
Financial matters before Council included the annual review of the Performance Management and Development System Policy Framework, Quarter 3 Cost Containment, Section 52, Insurance and Investment reports. Organisational development matters included the review of the Employment Equity Plan (2025–2030), the Municipal Workplace Skills Plan (2026/2027) and Annual Training Report (2025/2026), a progress report on the recruitment and selection of the Director: Social Services, and the approval of the Laptop Allowance Policy, Employment Equity Policy and Acting and Additional Responsibilities Allowance Policy.
The meeting reaffirmed Metsimaholo Local Municipality’s commitment to strengthening good governance, promoting accountability and transparency, enhancing organisational performance and advancing quality service delivery for the benefit of all communities.
